WP3 – PROCEDURAL HARMONISATION
Day to day operations on fixed installations is crucial and often very demanding. Fixed observatories around Europe have been developed by individual efforts and thus to a large extent in an uncoordinated way, guided by national priorities and funds. Furthermore a wide variability of procedures adopted across Europe demands harmonization actions aiming towards the adoption of best practices and the subsequent reduction of costs.
To harmonise procedures across the network the following step will be undertaken:
- Assessment of operational procedures for sustained Eulerian observations
- Further development of principles of “best practice”
- Development of the FixO3 observatories “label” building on ESONET and in collaboration with JERICO

Description of work
The development and operation of observing systems across Europe is characterized by a wide variability following the needs and requirements of each member. Quite often there is significant variation in terms of quality between different operation phases, ie. maintenance, calibration, data transmittance quality control (QC), etc.
Task 3.1: Assessment of procedures

All procedures used within the network (maintenance, service, calibration, pre-deployment, data transfer etc) will be documented through the collection of protocols, which will be assessed during a common workshop. The results of this sub-task will provide valuable information to Task 3.2.
Task 3.2: Principles of “best practice”

This task will describe principles of “best practices” in all phases of the system (pre-deployment test, maintenance, calibration etc.) covering the entire infrastructural chain of data acquisition from sensor (performance, robustness, accuracy, etc.) to supporting system (cabling, electric and electronic components, etc.). As this growing field of marine research gains momentum, many in the community, including representatives of coordinated research projects, international scientific organisations, funding agencies,
and scientists felt the need to provide guidelines and standards for operation. This effort will produce recommendations on timing and frequency for sampling, calibration procedures, the latest anti-fouling measures and procedures to combine different data to produce high quality products. The ultimate goal is to adopt common methodologies and protocols within the network.
Task 3.3: FixO3 “label”
IFREMER (Lead); NERC, OGS, UAzores, (M0 – M48)
This task will define the FixO3 label for offshore platforms in compliance with other normative efforts (EU projects SeaDataNet & MyOcean, EU initiative EMODNet)(COPERNICUS from 2014). It will develop a list of FixO3 label requirements in terms of variables measured, the frequency of measurement, quality control of data as well as assured sustainability. Another aim is to ensure a wide publicity by using the tools offered in WP8 (Outreach and Training), in order to reach the fixed-point observatory community outside FixO3.

Description of deliverables
D3.1) Common workshop on procedures: All procedures used within the network will be described and documented. This will be achieved through the collection of existing protocols, which will be assessed during a common workshop. [month 18]
D3.2) Handbook on best practices: A handbook describing the “best practices” in all phases of the system covering the entire infrastructural chain of data acquisition will be produced. In this handbook there will be recommendations on how to produce high quality data aiming towards common methodologies and protocols within the network. [month 24]
D3.3) FixO3 label: The FixO3 label for offshore platforms including requirements of variables measured, the frequency of measurement, quality control of data as well as assured sustainability will be defined. [month 36]
